While Tibet still suffers independence related civil unrest, requiring a special permit to visit the Tibet Autonomous Region (TAR) should not involve much difficulty as Tibetans very much appreciate foreigners, while the tourism related incomes flow mainly to the Chinese authorities, as it is strictly controlled by the Chinese Government. For this reason it is impossible to visit TAR on an independent basis, hence all travelers must stay with the organized trip throughout their entire stay.
The main permit you will need is a Tibet Tourism Bureau (TTB) permit, which can be applied via the Chinese travel agencies. The TTB is valid to visit the main tourist attractions as a part of the organized trip. Further parts of Tibet can be accessed only with either an Aliens’ Travel Permit or even a Military Permit to Some remote areas.
Visiting the highest peak in the world, Mount everest is not included in the organized tours, yet special mountain climbing agencies can always be applied to if one is in need for an adventurous expedition.
